This is a Haitian Creole Proverb. It means that even in the middle of bad times, with gangs on the streets, fathers leaving their families to go to the Dominican Republic, and not being able to afford school or have one meal a day, Haitians, especially children, try to laugh to keep from crying. They never want to share their feelings or tell anyone they cannot afford to go to school or have a pair of shoes, food to eat, or a dress to wear to church… they will “laugh when they should cry.”
The children, especially, are going through “extremely hard times in Haiti.” The Embassy has asked that all Americans leave Haiti, but how can we leave “precious children like this,” with no hope?
